Poverty + Insecurity = Migration
On January 27, 2002, Time Magazine covered US Vice President Kamala Harris' visit to Honduras to attend the inauguration of the country's new president, Xiomara Castro.

The vice president's visit, Time said, was really aimed at coming up with new ways of preventing emigration from Honduras to the U.S.
Time interviewed Azimuth Advisor Chuck Call for its story. Call told the reporter that poverty on its own was not driving Hondurans northwards.
"Poverty doesn’t necessarily lead to immigration," Call said. Instead, it's poverty "without hope, and with insecurity and fear."
